Biography

John Gage was Mayor of Kansas City from 1940 to 1946. Gage was born in Kansas City in 1887. He studied law at Kansas University, graduating in 1907. In 1930 he founded the law firm Gage and Hill, which later became part of Lathrop and Gage. In 1939 Gage (a Democrat) ran for Mayor on a bi-partisan reform party platform. The Citizens Association Party included Republicans and Democrats, and promised to make reforms after the excesses and crimes of the Tom Pendergast era. During his tenure as mayor, Gage made substantial cuts to the city budget, while also expanding the city limits. One of his most impactful decisions was to help bring in L.P. Cookingham as City Manager in 1940. Together, Gage and Cookingham made reforms to the policies of the Pendergast era.
